National Breastfeeding Month 2015: Campaign Themes

In celebration of National Breastfeeding Month (NBM) in August, the USBC will host a social media advocacy campaign inviting breastfeeding coalitions, member/partner organizations, and individual supporters to join a variety of online actions and conversations to raise awareness and advocate for the policy and practice changes breastfeeding families need. The campaign will focus on a specific sector/system of support each week, with a special weekend celebrating the 25 year anniversary of the Innocenti Declaration (the international document that led to the founding of the USBC). The campaign schedule is as follows...watch for the NBM webpage launch next week!

  • August 1-7: "Breastfeeding at Work: Let's Make it Work" with World Breastfeeding Week (to include action/education on federal "Break Time for Nursing Mothers" law and Supporting Working Moms Act)
  • August 7-10: 25 year anniversary of the Innocenti Declaration
  • August 11-17: "Breastfeeding in Health Care Coverage: Mind the Gaps" (to include action/education on private plans, Medicaid, and TRICARE)
  • August 18-24: "Breastfeeding in the Community: Wherever Moms Are" (to include action/education on Friendly Airports for Mothers Act and support in faith communities)
  • August 25-31: "Lift Every Baby" with Black Breastfeeding Week

Decision on the Affordable Care Act, from the Supreme Court

On June 25, the Supreme Court ruled that the nationwide subsidies offered by the Affordable Care Act are legal, in King v. Burwell. The Court's decision ensures that all eligible Americans, regardless of their home states, have access to health care tax credits. Media highlights included:

Updated Pregnancy Discrimination Guidance, from EEOC

The Equal Employment Opportunity Commission has issued an update of its Enforcement Guidance on Pregnancy Discrimination and Related Issues, along with a question and answer document and a fact sheet for small businesses. The updated guidance reflects the Supreme Court's conclusion that women may be able to prove unlawful pregnancy discrimination if the employer accommodated some workers but refused to accommodate pregnant women.

Report on Health Coverage Around Time of Pregnancy, from CDC

The Centers for Disease Control and Prevention has released a new Morbidity and Mortality Weekly Report (MMWR) entitled, Patterns of Health Insurance Coverage Around the Time of Pregnancy Among Women with Live-Born Infants — Pregnancy Risk Assessment Monitoring System, 29 States, 2009. Removing barriers to obtaining health insurance for women who lack coverage, particularly before pregnancy, could improve the health of women and their infants. The findings in this report can be used by public health professionals, policy analysts, and others to monitor health insurance coverage for women around the time of pregnancy. In particular, 2009 state-specific data can serve as baseline information to assess and monitor changes in health insurance coverage since the passage of ACA.

Notice of Proposed Rulemaking, from DOL

On July 6, the Department of Labor issued a proposed rule that would extend overtime protections to nearly 5 million white collar workers within the first year of its implementation. Failure to update the overtime regulations has left an exception to overtime eligibility originally meant for highly-compensated executive, administrative, and professional employees, now applying to workers earning as little as $23,660 a year. Interested parties are invited to submit written comments on the proposed rule on or before September 4, 2015.

Marijuana Recommendations, from ACOG

The American College of Obstetricians and Gynecologists, Committee on Obstetric Practice, has released a new Committee Opinion on Marijuana Use During Pregnancy and Lactation, noting that as a growing number of states are legalizing marijuana for medicinal or recreational purposes, its use by pregnant women could increase even further. Because of concerns regarding impaired neurodevelopment, as well as maternal and fetal exposure to the adverse effects of smoking, the opinion states that women who are pregnant or contemplating pregnancy should be encouraged to discontinue marijuana use. The report describes insufficient data to evaluate the effects of marijuana use on infants during lactation and breastfeeding; in the absence of such data, marijuana use is discouraged.

Equity Bombs & "Fakequity,"  from Collective Impact Forum

The Collective Impact Forum has released a blog post entitled, "Dodging Equity Bombs and Avoiding 'Fakequity'," challenging organizations and individuals doing collective impact work to avoid the pitfalls that lead to equity bombs, or comments where someone has to call out the inequity taking place, and "fakequity," or simply looking at demographic data and impact statements.
