HRSA's Maternal and Child Health Bureau (MCHB) is charged with the
primary responsibility for promoting and improving the health of our
nation's mothers and children. The MCHB draws upon nearly a century of
commitment and experience. Early efforts are rooted in MCHB's predecessor,
the Children's Bureau, established in 1912.
The Maternal and Child Health Bureau administers seven major programs:
- Maternal and Child Health Services Block Grant Program (Title V)
- Healthy Start Initiative (Public Health Service Act)
- Emergency Medical Services for Children Program (Public Health
Service Act)
- Abstinence Education Program (Title V)
- Traumatic Brain Injury Program (Public Health Service Act)
- Universal Newborn Hearing Screening (Public Health Service Act)
- Poison Control Centers Program (Poison Control Center Enhancement
and Awareness Act)
Maternal and Child Health Services Block Grant Program (Title V)
The MCH Services Block Grant Program, authorized under Title V of the
Social Security Act, is a federal/state partnership, now more than 64
years old, that works to develop health care service systems that meet the
diverse needs of our nation's mothers, children, children with special
health needs and families, with an emphasis on those with low incomes,
those from certain ethnic or racial backgrounds, and those living in areas
with limited access to care. Breastfeeding promotion is one of many
activity areas covered by the block grant program, and the grants have
been perhaps the most significant funding source for breastfeeding-related
programs and services to women nationwide.
Through a fund known as Special Projects of Regional and National
Significance (SPRANS), the Maternal and Child Health Bureau supports
breastfeeding training, services, and research projects and develops
numerous databases, documents, reports, and brochures for use by program
administrators at the state level.
Current breastfeeding-related activities
- Through a competitive grant process, MCHB trains pediatricians in
office practices to effectively promote and support breastfeeding.
- In partnership with USDA, MCHB provides sole source contracts to the
National Medical Association; the Association of Women's Health,
Obstetrical, and Neonatal Nurses; and the American College of
Certified Nurse Midwives to develop continuing professional
educational programs for their memberships on breastfeeding promotion
and support.
- MCHB supports program development and the publication of the
proceedings of the American Academy of Breastfeeding Medicine Annual
Meeting.
- MCHB and CDC cosponsor and actively participate as liaison members
of the U.S. Breastfeeding Committee, which is a public-private
partnership with representatives from governmental agencies,
nongovernmental organizations and health professional associations
devoted to the protection, promotion, and support of breastfeeding.
